Rot At Lands Commission Exposed
21 January 2014
Information gathered by the Daily Heritage indicates that massive falsification, alteration and illegal insertion of illegitimate names into the land title registry are currently on-going at the Greater Accra Lands Commission.
Documents from the commission revealed that some workers of the department are aiding people to change the names of original land owners and further change ownership of the lands.
The Regional Lands Officer, Alhaji M.A. Alhassan, in a letter dated November 29, 2013 to the Bureau of National Investigation (BNI) called for an investigation to help arrest the perpetrators of the crime as the department detected the malfeasance during a comprehensive search in to the records of titles and legitimate ownership of some stool and family lands of Osabunya in the Greater Accra Region.
The letter requested for the assistance of the BNI “to assist carry out an investigation into some alteration/falsification it has detected in its Central records.
“This wrong doing borders on the alteration of an earlier recorded boundary of a family. Our efforts to identify the perpetrators have proved futile.
“We would therefore be grateful if we can rely on your expertise to assist in identifying the culprits.”
In addition, the Regional Lands Officer has also identified three people believed to be members of the Osabunya family from Ningo in the Greater Accra Region who have conspired with some workers of the commission for several years to falsify and insert illegitimate names in to the lands commission title registry.
The Lakpleku-Old Ningo lands share boundary with the Tei Nartey Bonsu family on the south-west and on the North-east with Zeize close to the government acquired land for the construction of the new Airport.
Alhaji Alhassan said investigations conducted in April 2013, detected that some lands belonging to the Osabunya family which was plotted and registered through a court judgment in 2001 in the name of two recognized signatory family members, N.T. Awuah Lakpleku, then head of Osabunya family, but currently deceased and Asafoatse Oketekyi Blebo Odiako Sem IV, of Osabunya family of Old Ningo, have been deleted from the registry and changed with names of the three suspects, Samuel Kofi Lakpleku, Lawrence Tetteh Kojo, and Moses Tetteh a self-styled Asafoatse for new documentation on acquisition to be signed.
It was also noted that the three suspects could not have succeeded in carrying out the forgery and documents from the lands commission registry without the assistance of some workers from Lands Commission, hence the immediate call on the BNI for assistance to arrest the perpetrators.
Asafoatse Oketekyi Blebo Odiako Sem IV, of Osabunya on his part said he petitioned the Director General of the Criminal Investigation Department of the Ghana police Service, with copy to the Attorney General Office on the issue but has since not heard from them.
He further called on the President to intervene in the falsification of the newly inserted names of the three suspects who have been identified by the Regional Lands Officer for prosecution since the BNI has failed to arrest them since the Regional Lands Officer called on their officials for assistance.
