The Executive Director of IMANI Ghana, Franklin Cudjoe has criticized both current and past administrations that ensured the implementation of the Single Spine Salary Structure; claiming that they hurriedly implemented it without scientifically evaluating it.

According to the Mr. Cudjoe, the short falls of the SSSS is directly responsible for the recent labour agitations that has rocked the nation and made things uneasy for government.

{sidebar id=12 align=right}The term single spine basically refers to the principle that all public sector workers no matter their area of specialization and the public organization they belong to must be placed or linked to one common salary structure, typically like all nerves and organs of the body connected with the human spine.

The SSSS policy seeks to ensure that the public sector remuneration structure is rational, equitable, transparent and sustainable.

Essentially, the policy involves placement of all public sector employees listed in Article 190 of the 1992 Constitution on one unified salary structure known as Single Spine Salary Structure (SSSS).

The public sector employees included in the SSSS are those in the Civil Service, the Judicial Service, the Audit Service, the Ghana Education Service, the Ghana Health Service, the Parliamentary Service, the National Fire Service, the Customs, Excise and Preventive Service, the Internal Revenue Service, the Local Government Service, the Police Service, and the Prisons Service.

Workers in public corporations other than those set up as commercial ventures, public services established by the constitution and all other public services as Parliament may by law prescribed also included in the SSSS.

Speaking on Okay FM, the Executive Director of IMANI Ghana noted that the SSSS doesn’t allow for an in-depth explanation to how wages should be supported.

He argues that even God opposes the way the Fair Wages Commission has structured the payment system by explaining that under the SSSS policy, people with the same qualification are to be paid the same salary regardless of the type of work they do.

“The system itself was wrong, and the government kept on paying and used it for politics. Just four months ago, there was an ongoing propaganda by government that it has done well. After we have all applauded them for their self acclaimed works, they turn around and tell us that there is no money”.

He added “during Kufour’s era we alerted the then administration and in 2010, we raised the same objection and told them an Armageddon was awaiting us.”

Mr. Cudjoe ended by predicating that the recent unrest which has stunned the nation was just a tip of the iceberg and that the real earthquake was about to plague the nation if the structured isn’t properly fixed.
